Luke 14:28 tells us a wise builder makes sure he has the funds needed for the project before he does it. This makes the project more likely to be completed correctly.
What this verse is also saying, before we make a commitment to Jesus (either at salvation or concerning a specific thing), it’s prudent to count the cost.
After all, Jesus tells us in the parable found in Matthew 21:28-31, it’s better to say no, but then do it rather than saying yes and not following through.
Asking how much does it cost is a good thing.
